Chiharu, la super-humaine, et Makina, la cyborg, ont été arrêtées pour avoir enfreint les lois sur le trafic spatial. Elles se retrouvent coincées avec un groupe de marginaux qui ont été arrêtés à peu près au même moment : Akane et Kanata, le couple de super-humains, et Kurt et Max, les deux cyborgs. Ryoko, l'officier de police, les a condamnés à nettoyer le train interplanétaire, le « Milky☆Subway », dans le cadre de leurs travaux d'intérêt général.
